In a statement, the leaders of Puntland and Jubbaland have strongly accused the federal government of Somalia of not engaging with them to reach consensus over elections.
Puntland president Said Abdullahi Deni and Jubbaland president Ahmed Madoobe have been in the capital Mogadishu for three weeks to participate in talks on elections.
The leaders met presidents of the other federal member states to convene the federal government to allow all stakeholders to attend the planned summit.
