Taipei, Taiwan – July 28, 2025
In a significant step toward enhanced international cooperation, Taiwan’s President H.E. Lai Ching-te hosted Somaliland’s Minister of Foreign Affairs and International Cooperation, Hon. Abdirahman Dahir Adan Bakal, at the Presidential Palace in Taipei on Thursday.
The meeting culminated in the signing of a landmark coast guard cooperation agreement, symbolizing the growing strategic partnership between Taiwan and Somaliland.
Strengthening Maritime Security and the Blue Economy
The agreement aims to bolster maritime security and unlock the economic potential of the blue economy, with a focus on Somaliland’s 850-kilometer coastline. Rich in marine resources and untapped minerals, Somaliland’s waters—extending 200 nautical miles offshore—could yield more than 200,000 metric tons of fish annually. This cooperation is expected to create jobs, support local livelihoods, and stimulate trade.
Taiwan will contribute technical expertise in coastal surveillance, fisheries management, and maritime infrastructure. Somaliland’s location along the Gulf of Aden also enhances its potential as a logistics and shipping hub for the region.
Shared Democratic Values and Strategic Cooperation
This latest development builds on the establishment of representative offices in Hargeisa and Taipei in 2020, which function similarly to embassies under international protocol. The partnership also reflects a broader commitment to democratic values and regional stability.
President Lai emphasized the strength of Taiwan–Somaliland ties, describing the agreement as “a new era of cooperation focused on stability, prosperity, and democratic collaboration.”
A Vision for Mutual Growth
Somaliland’s delegation is exploring further areas of bilateral cooperation during their visit, including opportunities in agriculture, infrastructure, and digital development. For Taiwan, the relationship enhances strategic engagement in East Africa, while Somaliland continues to build international partnerships that support its long-term development goals.
The coast guard agreement showcases the shared commitment of both sides to advancing mutual interests through innovation, respect, and democratic ideals. As global dynamics evolve, the Taiwan–Somaliland partnership stands as a strong example of visionary cooperation and enduring friendship.
